Internal Project or Program Core team (PM, PrEM, Architect, V&V, Installation, T&C…) Quality & Internal Safety Assessors RAM, Cybersecurity teams Tender teams Signaling Safety network External Safety Authorities (Safety Authorities, NoBo, DeBo, OQA, …) Independent Safety Assessors Key accountabilities:
Coordinate all the Safety Assurance activities on the project/system/product as per Safety process defined in Signalling Safety Instruction. Perform Safety analysis, manage Hazard Log, review RAM, Cyber, V&V, T&C activities from a Safety perspective. Define safety plan and manage safety workload and associated planning. Support tenders and/or RC teams to integrate product/system in projects. Build the Safety Reports and/or the Safety Cases. Apply the safety assurance methodologies (risk acceptance criteria, safety analysis, verification and validation) defined for the project/system/product. Organize and attend periodic Safety Reviews. Defend Safety Case argumentations in front of internal (QS, Safety Assessor) and external (ISA) assessors; define and follow-up action plans to close the findings of the assessors. Manage (if any) the Safety Assurance Engineers involved on the project/system/product (Internal or external resources). If identified as Safety Leader for a Safety Issue, manage 8D steps as per process. Key Job Authorities and Dimensions
Safety reference on the related Projects/Program for the Core team, Customer (internal or external) and assessors/SA (internal and external). Safety budget responsible. Performance measurements
KPI SAF 001 - No "NO GO" for Safety reasons in Gate Reviews. KPI SAF 002 - Assessment Findings: Low rework due to External/Internal Assessments. KPI SAF 003 - Safety Findings: Quality of the inputs. KPI SAF 004 - Late Safety Requirements Identification. Safety reviews OK. Respect QCD commitments and OTD/DOT milestones. Compliance to process (through Inspections, …). Educational Requirements
Advanced University or Engineering degree (System, Electrical, Electronics, Electromechanical engineering knowledge). English operational in reading and writing for technical documentation. Experience
Mandatory: Mastering Cenelec Standards for Safety (or equivalent standards if needed: AREMA, IEEE, etc) and safety methodology & concepts/principles. 5 years successful experience in safety assurance. Including 2 years in Railway business. Structured and organized. Team player. Proactive behavior. Sense of anticipation and urgency. Ability to say “no go” when needed and to support/elaborate plan/solution to deliver. Resilient (to pressure, to last minutes deliveries, safety issue management…). Training capability in Safety. Ability to allocate/drive activities performed by others (SAE). Seniority level
