Job Responsibilities
Support the oversight and execution of the Financial Crime Investigation from preparing and reviewing investigation reports to recommending account strategies from a first line perspective independent of the Relationship Manager. Manage production of name screening process and ensure the completeness and quality of hit handling dispositions as stipulated in the AML/CFT policies and procedures. Communicate the results to internal and external stakeholders, in particular BUs and Compliance. Ensure approvals as stipulated in the AML/CFT policies and procedures are obtained. Ensure timeliness of reviews are within prescribed SLA. Proactively keep track with production status and liaise with key stakeholders on outstanding/incomplete information and/or deficiencies in the AML risk assessment. Identify process and control deficiencies and enhance respective risk mitigating control procedures and rectify any deficiencies identified by Group Audit, Compliance, and Regulators. Rectify deficiencies identified by Group Audit, Risk, Compliance, Regulators, or self-assessment. Escalate suspicious/key AML risk identified to the appropriate personnel where applicable. Initiate end-to-end process and control streamline to improve productivity and control efficiency & effectiveness. Assist in the preparation, review and implementation of training materials with accuracy and in sync with Compliance guidelines on financial crimes matters. Conduct such trainings as and when required to the respective Business Units within Group Wholesale Banking. Work in tandem with the Head of AFC Ops in the development of the team in areas of technical and soft skills for exposure and career progression. Participate and represent AFC Ops in any financial crime related ad-hoc projects and committees, as and when required. Other duties to be assigned by Management. Job Requirements
Degree holder in Business Administration/Finance or related banking discipline. A strong track record in risk and regulatory matters pertaining to financial crimes risk and typologies in identifying areas or instances of potential risks and addressing these concerns appropriately. Able to advise senior stakeholders with great skill and a level of confidence, knowledge, and stature to provide advice in terms of outcomes arising from investigative findings. Strong at influencing thinking and behaviors that align with the Bank’s commitment against financial crimes, with the highest level of integrity and the ability to balance commercial objectives with the exercise of independent and prudent judgement. Able to raise sensitive or potentially contentious issues in a constructive manner to arrive at appropriate solutions. Strong skillset and in-depth knowledge of name screening disposition and fraud investigations. Prior experience in team or people management; demonstration of good leadership by providing pragmatic guidance to junior staff members. Self-motivated, collaborative and open-minded; engaging and eager to drive new initiatives and defend what is believed to be right. Good command of written and verbal communications in English and Cantonese. Holder of CAMPL/CAMS would be an advantage. Holder of ECF on Anti-Money Laundering and Counter-Financing of Terrorism (AML/CFT) (Professional Level & Core Level) accredited by The Hong Kong Institute of Bankers (HKIB) would be an advantage.
